		<description>ATCS may be old and clunky, BUT its the humans who are mucking up Embarcadero.   RM has politely suggested to Muni for years fallback staffing, redesignating routes to balance service etc.  None of this requires software upgrades.   And FWIW, although the NYC MTA is slowly umplementing CBTC prior to  potential ATCS, the line w/ densest  servuce if running the old fashioned way.  The trains arrive at Times Square the crews exchange, the trains leave. Headways are very short, and the track signaling hardware dates from the fifties at the latest.</description>
