All door boarding soon; 10 more fare inspectors

The board of supervisors will vote before July 1 to approve all door boarding on Muni’s buses. Riders will have to tag Clipper when boarding the rear of the bus,  provide proof of payment, or suffer a $100 citation. As part of the plan, 10 more fare inspectors will be hired, costing the agency $700k. The upside is big, however, since all door boarding could boost service speed by 1 mph, a savings of $76m a year.

I have a good guess what the salary of a fare inspector is… If their full-time job is to go around and fine people without passes, it seems like they should vastly more than make up their salaries in fines at $100/pop. When this paragraph says “costing the agency $700k,” does that imply that the citations do not go back into Muni, or that the income from citations is simply not factored in?

Fines from inspectors go back to the SFMTA, not the general city fund. Keep in mind that these employees also have pension and healthcare, which is expensive.
